Emergency plate heat exchanger repair is for a pack that has failed with the plant down. A gasket failure and a cracked plate look similar from outside and take very different amounts of time, which is the first thing to establish.

Tested, then back in service
Each side is pressure tested on its own before the pack returns to service. Testing both together hides a cracked plate, because the pressure is equal either side of the crack.
What affects how quickly a unit is back
Gasket or plate
A gasket failure weeps at the edge of the pack and is the quicker repair. Fluids mixing means a cracked plate, and dye penetrant testing has to find which of a hundred plates it is before the pack can be rebuilt to its dimension.
Gasket and plate availability
Both are model specific, and on older or discontinued units this is usually the constraint rather than the labour.
Whether a spare pack exists
A spare pack turns a breakdown into a changeover measured in hours. Without one, the repair time is the downtime, whatever the repair turns out to be.
On site or workshop
A regasket can be done in place with room to work. Tank cleaning and inspection under ultraviolet light cannot, and without them the plate condition stays unproven.

Can a plate heat exchanger be repaired on site?
A regasket can often be done in place where there is access. Proper cleaning and plate inspection need a workshop, so an on site repair returns the unit to service without establishing the condition of the plates.
Fluids are mixing. Is that a gasket?
Usually not. Fluids crossing between circuits normally means a cracked or perforated plate, and no amount of tightening or regasketing addresses that.
Can we tighten it to get through the shift?
Sometimes it stops a weep, and every time it does the pack gets closer to the dimension below which it cannot seal at all, at which point the plates begin to deform.
