Often, yes. The frame is the expensive part and it does not wear out the way gaskets do, so a sound frame with plates that pass inspection is worth rebuilding. What ends an older unit's life is usually parts availability rather than condition.
Can plates and gaskets still be obtained for older APV units?
It varies by plate model. Availability is the first thing established, because it decides turnaround and occasionally decides whether the unit is worth keeping at all. That check happens before the pack is opened.
